Côte d’Ivoire-AIP/Brice Kouassi unveils his ten priorities for the modernization of public administration
Abidjan, The Secretary of State to the Minister of Public Service and Modernization of the Administration, in charge of the Modernization of the Administration, Dr Brice Kouassi unveiled, Monday, January 24, 2022, its ten priorities for the year 2022.
During a so-called “back-to-school” ceremony at the National School of Administration (ENA), the Secretary of State specified that the projects relate to the extension of the electronic signature (SIGNÉ), as an alternative of administrative signature, to all the public administration and the extension of the electronic mail management system (SYGEC) to all the administration.
According to him, these first two innovations will make it possible to achieve economies of scale on State expenditure, to increase speed in the processing of files and to strengthen the security of administrative documents.
Added to this is the acceleration of the dematerialization of administrative procedures as part of the e-administrative procedures project, the implementation of phase 2 of the Support Program for Institutional Reforms and Modernization of the State ( PRIME), the implementation of the system for welcoming users-customers in public services with the General State Employees’ Retirement Fund (CGRAE), as a start-up site, the deployment of the physical citizen’s house in five Site (s.
Brice Kouassi expects to continue the organization of the Days of Administration Modernization Initiatives (JIMA), the strengthening and further deconcentration of the Public Service Observatory (OSEP), the intensification of the promotion of modernization actions administration and continuation of the Job Profiling and Coding Project (PCP).
To meet all the challenges, the Secretary of State called on his collaborators to show a high sense of responsibility for accelerating the implementation of reforms related to the modernization of the State, the improvement of access for citizens to quality public services, the satisfaction of users-customers of the public service and the reinforcement of the visibility of the actions of modernization of the Administration.
The Minister of Public Service and Modernization of the Administration, Anne Désirée Ouloto urged all modernization staff to unite around her collaborator Brice Kouassi.
“I expect, under the leadership of the Secretary of State, that you appropriate with zeal, the virtues of integrity, fairness, responsibility and accountability”, she advocated.
During the ceremony, Ms. Ouloto handed over mission letters to the Secretary of State in charge of the Modernization of the Administration.
Eleven officials (directors and heads of departments) also each received a mission letter, notifying the expectations of the Secretary of State in the implementation of the activities entrusted to them.
