The United Nations General Assembly adopted, on Wednesday June 30, 2021, by consensus a resolution reaffirming the will of member states to work together in the fight against terrorism.
The adoption of this resolution, which recalls the persistent threat of Daesh and Al Qaeda whose affiliates continue to extend their actions in Europe, Asia and especially Africa, comes during a year marked by the twentieth anniversary of the terrorist attacks. United Nations Under-Secretary-General for Counter-Terrorism Vladimir Voronkov welcomed the adoption of the resolution on the occasion of the seventh review of the United Nations Global Counter-Terrorism Strategy.
Since its adoption in 2006, the Strategy has provided a common blueprint for national, regional and international counter-terrorism efforts, through a coherent, comprehensive and coordinated approach, anchored in the Charter of the United Nations and international law.
“The enduring consensus behind the Strategy is a testament to the strong determination of the international community to work together to combat the scourge of terrorism, at a time when many countries face an increase in terrorist violence and terrorist activity online during the Covid-19 pandemic , ”Voronkov said in a press release.
He noted that the resolution not only reaffirms the Strategy, but also includes several substantive updates to guide the efforts of Member States, the United Nations system through the Global Coordination Compact against Terrorism and the international community to broad sense, until its next biennial review in 2023.
Rise in terrorist attacks on the basis of xenophobia, racism
In its resolution, the General Assembly calls in particular on Member States to take appropriate measures to address the increase in terrorist attacks on the basis of xenophobia, racism and other forms of intolerance, or in the name of religion or belief.
It further underlines the need to prevent and counter the use by terrorists of information and communication technologies and other new and emerging technologies, in particular through cooperative approaches with the private sector and the civil society. It also calls for the strengthening of national capacities to protect vulnerable targets, civil aviation and maritime security.
The General Assembly calls for increased attention and action to ensure that all counterterrorism measures, including those using new technologies, comply with the rule of law, and reinforce the emphasis on non-terrorism. discrimination and gender equality, as well as the rights of children and victims of terrorism.
The resolution also takes note of the assistance provided by the United Nations system to requesting Member States for the gender and age-sensitive rehabilitation and reintegration of children with family ties to terrorist groups designated by the United Nations. , including for the voluntary repatriation on a case-by-case basis of such children in a manner that is in their best interests.
“This resolution sets out a solid roadmap for reinvigorated and inclusive multilateral efforts against terrorism, based on unity, solidarity and international law. The Counter-Terrorism Office and its United Nations Counter-Terrorism Center look forward to working with all our partners to advance its implementation and support Member States in our fight for a world without terrorism, ”said Mr. Voronkov.
The General Assembly meeting on Wednesday marked the end of the second Counter-Terrorism Week at the United Nations, including the Second High-Level Conference of Heads of Counter-Terrorism Agencies of Member States, convened by the Secretary-General of UN June 28- 30.
