The Taï youth center hosted a seminar on housing development and rural land under the chairmanship of the prefect of the Taï department, Mamadou Bakayoko, at the initiative of the deputy of Taï-Zagné, Gnonkonté Désiré , in order to highlight the conditions and stages for the acquisition of a land title and the procedure for a legal subdivision.
“This working session is initiated to anticipate and curb the tensions related to rural land in the department by establishing official documents relating to land and the involvement of the competent authorities and approved actors for regular and non-conflicting subdivisions”, explained Désiré Gnonkonté, Tuesday , June 15, 2021, during the seminar in Taï, in the presence of the departmental director of agriculture and the representative of the regional director of construction and town planning.
On the menu of this seminar, two training and information workshops on the themes, “rural land and the conditions of a regular subdivision” as well as discussions with the participants.
According to article 24 of the Decree and implementing decrees of the law relating to rural land tenure, the legal holder of a land certificate has a period of three years to request the registration of the land concerned.
The three-year period runs from the signing of the certificate by the prefect. In the event of transfer or fragmentation, the period runs from the signing of the initial certificate.
End of 2023 is the deadline set by the State of Côte d’Ivoire for the registration of all land, after which those not registered will fall into the private domain of the State, it is recalled.
In order to remedy this confused land situation, the Ivorian legislator adopted Law 98-750 of 23 December 1998 relating to rural land. This law is unfortunately faced, in its application, with many constraints, including repeated socio-political crises, the lack of human, material and financial resources, the complexity of the procedures and the high cost of security operations, which hinder its implementation. Implementation. Successive amendments and other measures taken have not made it possible to overcome these difficulties.
